Para wise information in respect of this office is as under:-

     (i)               The particulars of its organization, functions and duties; (ii) Powers and duties of its officers and employees (iii) The Procedure followed in the decision making process, including channels  of supervision and accountability and (iv) and the norms set  by it for discharge of  its functions.

 

                        The Director of Land Records, Punjab, whose headquarter is at Jalandhar, is the ex-officio Inspector General of Registration Punjab also and by virtue of this ex-officio capacity, he is also the Registrar-General, Births, Deaths and Marriages, Punjab. In the year, 1966 at the time of re organisation of the Punjab, the office of the Settlement Officer, Punjab was disbanded and the residuary settlement work of Kharar, Ropar & Batala Tehsils was entrusted to the Director of Land Records, Punjab and as such he is the Settlement Officer for Punjab State also. With the winding up of the Directorate of Consolidation, Punjab, the Director of Land Records, Punjab has also been given the powers of section 42 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act,1948 . At present the project of Computerization of Land Records is also going on in this Directorate.  This project is being implemented through the Punjab Land Records Society. The DLR Pb. is the Member - Secretary of this society  .      

a.                     The Director of Land Records ,Punjab is to aid the Deputy Commissioners and Commissioners in the maintenance of records of rights and revenue registers and to advice the Financial Commissioner, Revenue and Government on these matters and on measures for promotion of agricultural  efficiency.

b.                     Among the principal duties of the Director of Land Records, are :-

(a)                    The supervision of the Patwari and Kanungos agency, and the inspection  of the records of rights and statistical records of rights and statistical  records complied through its means,

(b)                    The control of the income and expenditure of mutation fees and of all expenditure connected with the Kanungos and Patwari establishment and with the revenuer records,

(c)                    Crops and price reports, return of agricultural statistics  and cattle census and (d)           rain-gauges.

                        The Director of Land Records, Punjab is the Head of Department as regards

Income from:-

(1)                    Mutation Fee:

(2)                    Copying and Inspection Fees of Patwari's Records:

(3)                    Copying Fee for the preparation of produce statement and five yearly abstracts of yields: and

(4)                    All expenditure on contingencies connected with the Kanungo and    Patwari establishment and with the revenue records.

c.                     The Director of Land Records brings to the notice of the Deputy Commissioner or Commissioner any failure to carry out properly the provisions regarding the matters contained in the Land Revenue Act and Rules or in administration instructions issued by  Financial Commissioner. On points of detail his recommendations are usually be accepted as these of an expert charged with duties of a technical character. But all doubtful and important questions are referred by the Director for the orders of the Financial Commissioner. When a district is under settlement, or when special measures are being taken for the bringing of maps and records up to date as preliminary to re-assessment, the Director will make his reports to the Financial Commissioner. Any orders which the Financial Commissioners may issue will be sent through the Commissioner. In other cases reports by the Director of Land Records on his inspections of the land records of any district are submitted to the Commissioner of the division.

 

d.                     The Director of Land Records, assisted by Deputy Director of Land Records and 2 Inspectors of Registration Offices are supposed to be constantly on tour  in connection with the inspection of all the district and tehsil Land Records Offices at least once in every three years and all the registration offices in the State once a year regularly. He is required to inspect the work of some Kanungos and Patwaris also. The Director of Land Records also inspects the Girdawari work.

e.         The Director of Land Records Punjab is the Head of Department in respect of the Patwaris and Kanungos establishment. Though at present, there are 20 Districts and 74 Tehsils in the State of Punjab but there are sanctioned strength of 20 Sadar Kanungos, 35 Naib-Sadar Kanungos, 59 Office Kanungos, 461 Field Kanungos besides special and Agrarian Kanungos. There are 4594 Patwaris in the State of Punjab. Normally Patwar Circle comprises about 3 villages while a Field Kanungo circle extends over 10 Patwar Circles.

f.                      The Director of Land Records, Punjab is assisted by one Deputy Director Land Records, Punjab. The Deputy Director helps the Director in day to day office work. Besides this, the Deputy Director also carry out inspections of the Land Records offices . The Deputy Director has also been appointed as Settlement Officer, Consolidation of Holdings to exercise powers under sub-section (1) of section 20 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948 and as such performing duties of Settlement Officer, Consolidation also. The Deputy Director is also performing the duty of the Joint Member Secretary of the Punjab Land Record Society.

g.                     The establishment of the office of the Director of  Land Records, comprises one Superintendent Grade-I, two Superintendent Grade-II, one head drafts- man , two Inspectors of Registration Offices , twelve Assistants , two draftsmen , one Senior Scale Stenographer , one Steno-Typist, ten Junior Assistants, ten Clerks ,one Restorer , one Record-Lifter and nine Class IV employees . Besides this , a State Patwar Training School also functioning under the Control of the Director of Land Records, Punjab. In this School, there is one Principal (in the cadre of District Revenue Officer) ,one Second Master ( in the cadre of Naib-Tehsildar) six Kanungo Teachers  and three Class IV employees .

The office of the Director of Land Records, Punjab have seven branches under three Superintendents.

Superintendent  Grade -I

             Offices Establishment, Budget branch and Cash and store Branches are supervised by Superintendent Grade-1. There are three Senior Assistants and three Clerks. The three Assistants respectively deal with:-

(i)                     Office establishment, Budget and Cash & Store. One Clerk separately deals with the Pay & Contingency bills. Two Clerks assist the Establishment & Budget Assistants in their day to day official work. He keeps constant watch over all the arranged and important daks/ matters so as to ensure its disposals. 

Superintendent  Grade -II  (Land Records)

 

                        The Land Records Branch is headed by Superintendent Grade-II (LR)and is manned by three Senior Assistants and two Clerks and one Kanungo ( in the establishment of Deputy Commissioner, Jalandhar). One Assistant deals with the Kanungo Establishment, Kanungos and Naib-Tehsildars, Departmental Examination and policy cases concerning land records. The second Assistant deals with the Patwaris Establishment, Patwaris Departmental Examination, Patwar School. The Kanungo (forms) works under this Assistant. The third Assistant deals with Centrally Sponsored Schemes pertaining to Strengthening of Revenue Administration and updating of Land Records and Computerization of Land Records. He also deals with The Annual Administration Reports on the working of the Revenue Department, Court cases and  inspection of  field Land Record  offices.

(a ) Record Branch

 

                        There are one Assistant and one Record Lifter. They are responsible for the maintenance of Rehabilitation Records such as Jamabandis, Permanent Rights cases and Judicial files (about 7 lakhs in numbers) .They are also responsible for the copying work and attend the Judicial Courts and present the summoned records in the Courts .

(b) General Branch

                        There is one receipt clerk, one dispatch clerk, one restorer and one daftri in this branch.

(c)Type Branch

                        There are two typists (clerks) one for Punjabi type and the second for English type )

 

 Superintendent Grade -II  (Registration)

 

Registration branch :-

                                    In this branch, there are two Inspectors of Registration Offices, two Senior Assistants and three Clerks. One Assistant deals with the general registration work, Departmental Examination of Registration Clerks & Special Examination of Document Writers. The Second Assistant deals with the work relating to Public Accounts Committee. Two Clerks work as record keepers with the senior Assistants while the third clerk deals with the registration of Christian, Hindu and Special Marriages. The important publication of this branch is the Annual Report on the Administration of the Registration Department. Two Inspectors-Registration Offices help the Inspector -General of Registration Punjab in carrying out inspections of the Registration offices. They also do independent inspections of the Registration Offices.

(a) Statistical Branch

 

                        There are three Assistants and three Clerks in this branch. This branch deals with the vital agricultural statistics such as rainfall, wholesale land retail prices, harvest prices, land utilization, sources of irrigation, cropping pattern, yield rates, produce and money value of the total produce. The live stock census and the census of agricultural machinery and implement is also complied in this branch. The reports issued by this branch are as under:-

(1)                    Fortnightly wholesale land retail prices reports.

(2)                    Monthly, Seasonal and Annual Rainfall reports.

(3)                    First and final crop forecast reports of all the important crops grown in the                                 Punjab.

(4)                    Annual Season and Crops report of the Punjab.

(5)                    Quinquennial Live Stock Census report of the Punjab.

 

Head Draftsman

 

                        The Drawing Cell of this office in Headed by Head Draftsman. Two Draftsmen and one Azo oprater are working in this branch. One post of Draftsman and two Tracers are lying vacant due to non-availability of skilled hands. This branch is responsible for the preparation and up to date maintenance of all the tehsil and district skeleton  maps. So far, this branch has prepared the final maps of all the 74 Tehsils in the State. The necessary approval of the Surveyor-General of India, and the Ministry of Defence has also been obtained. Now this branch has undertaken the work of preparation of district maps and it is likely to be accomplished within a couple of years. This branch is also responsible for the preparation of district village directories .Recently the district village directories indicating the names of the Villages, Hadbast Numbers, Patwar Circles, Kanungo Circles, Police Stations, Post offices, Area, Population etc. have also been revised and sent to the press for printing.

V                     The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

                        As all Government Department, the employees of this Directorate are also governed by the Punjab Civil Services Rules, Punjab Financial Rules and instructions issued by the Chief Secretary to Government  of Punjab form kind to kind.

VI                    A statement of the Categories of documents that are held by it or under its control

                        The Copies of the Record -of- rights of those villages of Pakistan where the lands were left by the people migrated from Pakistan to India  at the time of partition of the country was prepared and brought to India for the purpose of allotment of land to them. This record and other records like claim-files resettlement files, records pertaining to

appeals and files of permanent rights are lying with the office of Director of Land Records. This office is now maintaining this record. This record is being produced before the various competent courts on being summoned. Certified copies of these records (except the records of jamabandis brought from Pakistan) is also being issued to the general public on their demand after obtaining the approval from the Government.

(b)        The Office of Registrar Death, Birth and Marriages

            As per Government instructions there are four condition for issuing the license to the priest as given below:-

1)         Application of Candidate

2)         The recommendation of the concerned origination

3)         The evidence of Punjabi knowing certificate

4)         The corrector certificate verified from the police.

            This office has three type of marriage copies issuing to the concerned parties as given below:-

1)         Under the Christian Marriage Act, 1872 of 15 this office has issuing copies of Christian marriage certificate to concerned parties, to issuing the same this office charged Rs. 5/- on 32-A challan farm under the head, that is 00700-other administation - servises- 108 marriage fee-01 marriage fee.

2)         To issuing the copies of marriage certificate under the Hindu Marriage Act, 1955 the same procedure adopt as Para No. 1.

3)         To issuing the copies of marriage certificate under the Special Marriage Act, 1954 the same procedure adopt as Para No. 1.

(c)        Consolidation Wing

                        With the winding up of the Directorate of Consolidation of Holdings , the powers of Director Consolidation have been delegated to Director of Land Records ,Punjab .Similarly, the powers of Assistant  Director, Settlement Officer, Consolidation, Consolidation Officers and Assistant Consolidation Officers have been delegated  to the Additional Deputy Commissioner, Jalandhar ,Deputy Director of Land Records, Punjab, District Revenue Officers and Tehsildars, respectively .

                        Under the control of the Director of Land Records , Punjab, a Consolidation Wing has also been constituted to complete the residuary consolidation work .In this Wing, there is one superintendent grade I, two senior assistants , two junior assistants, one junior scale stenographer, one restorer, two assistant consolidation officers, three kanungos, twenty three Patwaris  and four peons .Out of this staff , superintendent , senior assistants , junior assistants, junior scale stenographer and peons are working in this office .One assistant Consolidation officer is posted with the Director of Land Records for peshi work and the second assistant consolidation officer (field) has also been posted in the office . One kanungo each has been deputed with the ADC, Jalandhar, DDLR and DRO Moga / Ludhiana . One Patwari is deputed with DDLR while the remaining Patwari have been deputed with DROs.

                        The Director Consolidation (now DLR) hear the cases under section 42 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948 . The Additional Director (now ADC Jalandhar) hear the cases of under section 21(4) and the Settlement Officer, Consolidation (now DDLR) hear the cases of under section 21(3) of the Act, ibid.  The Consolidation Officers (now DROs) hear the remand cases. Apart from this, they are to inspect the Consolidation Records during preparation. During consolidation of any estate, kisambandi and valuation suggested by the ACO is also to be confirmed by them after verification. The duties of ACOs (now Tehsildars) include inspection of records prepared by the Patwari, suggestion of kisambandi, valuation and  preparation of  consolidation   scheme ect. They are also responsible for the consignment of whole records after the completion of consolidation work in an estate.
