(III) RELIEF MEASURES :
(a) Steps taken by the State Government

relief to victims etc. : Actual requirement is given in Annexure-A. The amount
disbursed so far is as follows:

(IV) PREPAREDNESS
:
(a) Preventive action taken and its
benefits : The government executed flood protection works ahead of the
flood season.
(b) Long term measures taken/proposed to
be taken : The state government
executed a number of capital projects for controlling floods on permanent
basis. New Drains were executed and some of the drains were reconditions.
Embankments, spurs and studs were constructed to take the river water flow. The
total cost of the projects was Rs. 81.00 crores and this amount was made
available from the state budget.
(c ) Community participation and awareness
programmes : Tree plantation work was done in the river banks/bunds with
the help of the people.

System
of Calamity management mechanism and machinery adopted by the State : The Financial Commissioner
Revenue and Secretary Revenue is the Relief Commissioner for the State. At the
district level the Deputy Commissioner-cum-District Magistrate is the Head of
Relief Organisation. He in consultation with the people’s representatives and
officers of other Departments including the Irrigation Department finalize the
list of Flood Protection Works to be under taken before the onset of the rainy
season. He also prioritises the works. The State Government considers his
proposal and releases the funds. The works are executed by 30th of
June. He also prepares flood contingency plan for his districts. This plan
contains details about setting up of control room, setting up of relief camps
and constitution of officials teams for assessment and disbursement of flood
relief.
The
state Government also under take capital works to control floods and water logging
in the State on permanent basis. This includes digging up of new drains and
construction of spur, studs and embankments on the rivers. The expenditure is
met out of State budget.
